Nevada’s election laws could be seeing a major overhaul soon with Governor Joe Lombardo’s (R-NV) proposed changes he initially presented during his State of the State address in January. The first of these reforms was entered into the record as Senate Bill 405 on Monday.
According to 8News Now, the raft of election security reforms includes the requirement of identification to vote, and a hard stop on the acceptance of mail-in ballots at the close of business on election day.
The newly proposed law would also reverse the current Nevada system of opt-out of receiving a mail-in ballot and would rather require that they opt-in. The bill will also require voters to write the last four digits of their Social Security number or their driver’s license number on their mail-in ballot envelope alongside their signature.

“AN ACT relating to elections; requiring, with certain exceptions, proof of identity for voting in person; requiring the Department of Motor Vehicles, under certain circumstances, to issue a voter identification card at no charge; eliminating the requirement that a county or city clerk send a mail ballot to each registered voter; authorizing a voter to request a mail ballot; establishing procedures relating to requesting a mail ballot; revising provisions relating to mail ballots; requiring a voter to include certain personal identifying information with his or her mail ballot; revising the deadline by which a mail ballot must be received; establishing certain requirements for a person who returns a mail ballot on behalf of a voter; providing penalties; and providing other matters properly relating thereto.”
This adds an additional level of security to signature verification as the county clerks would also need to match one of the two numbers to the voter’s name, the outlet reported.

The Nevada legislature is currently controlled by the Democratic party making Lombardo’s reforms unlikely to advance, however, the Republican governor isn’t dissuaded by this and told reporters in January that should the state house fail to advance the changes he would work to place the measures on the ballot as a public referendum.
According to the Better Nevada PAC, 75 percent of Nevadans agree with Lombardo’s calls to repeal mandatory, automatic mail-in voting.

Lombardo’s spokeswoman Elizabeth Ray told the Las Vegas Review-Journal. “SB 405 will help restore faith and timeliness in our election system, so that every Nevadan has confidence that our voting process is free and fair.”
